Skills, Planning & Programming Supervisor

The main purpose of the role is to supervise and co-ordinate the day to day provision of a comprehensive Learning Support transactional administration service delivered by Learning Support, including the line management of the LS Assistant.

 

Planning resources, assessing and organising workloads, determining priorities and responding to service demand and customer needs, in order to ensure that officers and staff receive an effective and efficient support service.

To support the L&D Business Partner with the creation of lean processes throughout business operations and the continual improvement of end to end processes.

 

Main Responsibilities:

To ensure that the Skills, Planning and Programming function, provides high quality & consistent advice and supports in a cost effective and efficient way to positively impact on customer experience.

Establish and implement service level agreements with key stakeholders, being prepared to challenge where necessary and ensure that learning demand is translated into a training delivery plan.

Implement and maintain the central corporate training plan, ensuring all L&D business units comply with this approach.

Design and/or deliver a variety of support mechanisms to maximise service quality, efficiency and continuity, continually review processes and lead on the implementation of a culture of continuous learning.

Make & present recommendations to the business on how learning can be best delivered to provide value for money, via scenario planning, on different delivery options.

 

Provision, analysis and presentation of relevant management information, using advanced EXCEL skills, for the L&D Management team and strategic management forums and external bodies, to influence and facilitate values based decision making and provide updated information for external use.

Create and then continually align the L&D training demand profile, ensuring accurate training, forecasting, planning and predictions inform the L&D demand profile & matches operational deployment needs.

Ensure the delivery of the whole cycle of event bookings for ‘core skills for role’, external training and CPD events; from booking speakers, rooms, circulating joining instructions and updating training records post event.

Support the L&D Business Partner, L&D supervisors and business leads by providing professional expertise to identify the need for forecasting and planning of the L&D training plan and external training budget, to support a three to five year training plan.

Provide support to ensure the timely completion and assessment of PEQF related projects.

Participate in relevant project work, taking an evidenced based-approach.

To undertake other duties commensurate with the nature, level of responsibility and grading of this post, as required.

 

Experience/Skills:

Knowledge:

Educated to a Level 3 qualification.

In depth knowledge and understanding of the principles of Training Administration System functions.

An understanding of the impact of operational / service delivery demands and the impact on training delivery.

Aptitude to learn & use emerging technologies (i.e. use of MS Teams).

A good understanding of the Police Code of Ethics.

Experience:

Presenting evidenced-based reports to managers, peers & meetings, verbally & written.

Proven track record of providing learning and development administration, forecasting, planning and co-ordination of resources.

Experience of managing a team in a fast paced & customer focused service delivery team.

Proven experience of problem solving and managing tight deadlines.

Substantial experience in prioritisation of own and team workload in a busy office environment.

Liaising with external providers/suppliers and managing their performance.

Experience of working with and contributing to a cross-functional team, which is committed to diversity, fairness & inclusion.

Key Skills:

Good IT skills, including operation of a training administration system and word based products; Advanced Excel, MS Office and Word.

Ability to work autonomously with minimal supervision, sometimes against challenging deadlines.

Excellent verbal communication skills, having the ability to negotiate, influence and challenge where appropriate, in order to meet organisational objectives & support organisational values.

Exceptional organisational skills, with a high degree of professional commitment, outcome orientation and the capacity to deal with multiple and often conflicting priorities.

 

Special Conditions

Limited travel to Warwickshire Police Stations & countywide partner venues, where necessary.

Availability to do rare but urgent weekend or evening work to meet organisational priorities.

Lone working – working from home on occasions
