The main purpose of the role is to work with the Head of RECU to manage the development and implementation of all analytical processes, and standards, within the RECU. 

Responsible for the tasking, welfare, workload management and continuous professional development of RECU Financial Analysts.

 

Main Responsibilities:

To manage resources and coordinate delivery of tactical, operational and performance analysis.

Ensure the continuing professional development of analysts through regular contact and communication to disseminate effective practice and deliver guidance.

Work without direct supervision and make complex decisions without the need to refer for guidance.

Promote Diversity and Inclusion in working practices by developing and maintaining positive working relationships, ensuring that colleagues are treated fairly contributing to developing equality.

To coordinate the preparation of briefings notes and deliver presentations where appropriate on relevant subject matter.

To develop and implement standard operating procedures to support the delivery of Financial Investigative Analysis, to support the preparation of evidence and attend court and deliver evidence where required.

Manage and develop staff with clear accountability for their performance.

To quality assure analytical products to ensure corporate standards are maintained across the region, and identify opportunity for improvements.

To provide technical advice and guidance for RECU management regarding the analytical function.

To ensure compliance with strategic aims and objectives for the ROCUWM including control strategies and ROCU standards.

Effectively communicating complex ideas and information to a range of audiences.

Attendance at premises search to advise and assist in the recovery of accounting/financial documents and information.

Advise Financial Investigator as to the contents required in a Production Order for Accountants and Solicitors.

Attendance at the serving of production orders at Solicitors and Accountants to advise and interpret the information required.

Attendance at pre/post trial/POCA Case Conferences with legal experts.

Assist Financial Investigators with the interpretation of information gathered from Companies House, Accountants, Solicitors and HMRC.

To undertake other duties commensurate with the nature, level of responsibility and grading of this post, as required.

 

Experience/Skills:

Knowledge:

Essential:

Qualified member of the Association of Accounting technicians (AAT).

Knowledge/experience of operational and tactical analysis.


Experience:

Essential:

Minimum three years’ experience as an analyst.

Significant experience in Financial Analysis in law enforcement, government departments or similar.

Experience of managing a diverse team including (but not limited to) managing HR issues, grievances, performance management, attendance issues, training and employee development.

Experience of Magistrates / Crown Court Processes and demonstrate effective courtroom skills in expressing a point of view under cross examination.

Experience of liaising and negotiating with defence Forensic Accountants and assisting legal experts with an interpretation of Accounting procedures and techniques and their impact on the POCA legislation.

Experience of working to multiple deadlines and delivering results through effective planning and organising. Ability to prioritise own time and workload, and that of a team, under pressure and with minimum supervision.

Experience of working in sensitive environments. Demonstrate experience of working with confidential material.

Experience of building effective working relationships with a range of key stakeholders, including multiple partners.


Desirable:

Experience of running a recruitment process.

Experience of working within a region; and with multiple partners.


Key Skills:

Essential:

Exceptional research and analytical skills and techniques including knowledge and experience of working to the National Intelligence Model (NIM), structured analytical techniques (SATs) and other legislation pertinent to Financial and Economic crime.

Proven ability to effectively problem solve using research and analytical techniques, presenting complex issues in a way which makes them understandable to a range of audiences.

Excellent computer literacy skills, including knowledge of bespoke analytical software such as i2, Altia FI Toolkit, Altia Insight and the ability to query databases.

Ability to negotiate and influence others to achieve goals.

Desirable:

Driving licence and flexibility to work remotely across the region if necessary.

Flexibility to work outside of normal working hours if necessary.
