The main purpose of the role is to ensure that all financial information in relation to pay budgets is managed effectively and reported accurately to senior stakeholders and the Executive.

 

Main Responsibilities:

To assist the Management Accountant with the co-ordination of setting the non pay budget for Warwickshire Police.

To monitor the overall financial and budgetary implications of the business change programme and support any updates to the MTFP.

Ensuring that financial information within the system is accurate by providing support to all users with coding queries and budgetary control questions.

Manage the financial aspects of the secondment process ensuring that any income is accounted for in a timely way and the budgets are set at an appropriate level.

Ensure government and other statistical returns relating to budgetary control are submitted accurately and on time.

Providing financial support to any partnership arrangements / joint ventures / operations / large events and ensuring that the financial implications are understood and the correct accounting treatment is in place.

 

Calculate and administer the recharge between the two forces to ensure that alliance arrangements are correctly shown for statutory and management reporting requirements.

To ensure accounting procedures are followed at period end and year end to facilitate timely and accurate management and statutory reporting. This will involve posting journals and virements in accordance with financial rules and polices.

To promote compliance with financial regulations, accounting instructions and other statutory instruments, ensuring that financial information within the system is accurate by providing support to all users with coding queries and budgetary control questions.

To undertake other duties commensurate with the nature, level of responsibility and grading of this post, as required.

 

Experience/Skills:

Knowledge:

Membership of AAT or equivalent degree in Accounting or Business related subject area.

Demonstrable understanding of the national and local financial and legal framework within which Police and Crime Commissioners and Chief Constables operate.

Clear understanding of the budgeting process for a public sector organisation.

Experience:

Significant experience of budgeting and budgetary control in a professional Accounting environment within the Public Sector.

Proven experience of dealing with complex financial concepts for collaborative working arrangements and group structures.

Working to a high degree of accuracy and pays attention to detail

The ability to work unsupervised on own initiative to tight deadlines whilst remaining professional.

Ability to apply knowledge of statute and accounting standards in real life situations to determine the appropriate accounting treatment.

Excellent and effective interpersonal skills demonstrating the ability to deal tactfully and sensitively with people at all levels.

Good communication and Influencing skills.

Proven track record as an effective team player and the ability to keep people focused in spite of setback/difficulty

The ability to research, extract and analyse information and assess a course of action for new and emerging accounting and organisational issues effecting the entities accounts and financial arrangements.

Competent in the use IT including Microsoft Excel, Outlook and Word.
